Updates `pcli query ibc` commands to have a sprinkling of context, for human-readable error messages when lookups fail.
Here we update the default chain params to enable ICS-20 inbound & outbound params. It doesn't appear we're actually checking this anywhere in our code, but I'm making the change in the context of pushing toward getting the relayer working for IBC transfers between preview & testnet.

Two changes:
pcli q ibc, hopefully unobjectionableRegarding the latter, it looks like that's effectively a no-op. But I'm clicking it on anyway in case the relayer code is checking those values in ways I don't understand.
Will continue to test relayer against preview/devnet post-merge in #2330.
