PR Description:

This PR introduces an example of setting up a payment channel using the Perun ICP backend.

Changes:

Added an example for creating and managing a payment channel on ICP.
Added the example to the CI.

This PR includes the payment channel for the Dfinity Internet Computer blockchain.

Note that this example uses encoding from the agent-go library of version 0.3.0-alpha.1.
For future work and extension, it is highly recommended to update the agent-go library since there have been significant bug fixes and breaking changes, in particular in encoding.
