So something I am noticing with the CI output -- it's still using beta2, which leads me to believe the Postgres team has not updated their APT packages yet.

E.g. https://github.com/pgcentralfoundation/pgrx/actions/runs/5822617826/job/15787637585?pr=1254#step:5:108

The reason we were using apt packages is to cut down on the build times. Should we wait for beta3 to be available in their official apt repository before considering this good, change CI to use cargo pgrx to build/install, or just leave it as-is?

I saw that too. I don't think we should wait. Tests pass locally on pg16beta3 from the official website. They'll get their apt repo updated soon enough.

Update version to 0.10.0-beta.3 (#1255)

This is pgrx v0.10.0-beta.3. The 4th beta in our series that includes
Postgres 16 support. In this release, Postgres 16 support has been
updated to pg16beta3.

To work with this beta please install `cargo-pgrx` with `cargo install
cargo-pgrx --version 0.10.0-beta.3 --locked` and update the pgrx
dependency versions in any extension crates. Then make sure to add a
"pg16" feature flag.

Update version to 0.10.0 (#1280)

This is the final release of v0.10.0. Thanks everyone for the beta
testing, pull requests, issues, and patience.

As always, install `cargo-pgrx` with `cargo install cargo-pgrx --locked`
and update your extension Cargo.toml files to use the `0.10.0` pgrx
dependencies.

This release includes support for Postgres 16RC1. Support for the
previous betas has been removed. As such, a fresh `cargo pgrx init` is
required.
