Move release checklist to .github folder #78

Typically, as doc[s] folder contains documents aimed at the users of a repo, while the .github folder contains documents and workflows for maintainers and contributors (like a CONTRIBUTING.md file, pull request and issue templates etc).

With that in mind, moving the release checklist to the .github folder for improved discoverability.
