planner/core: fix partition pruning for IN multiple values

Issue Number: close #37508

Problem Summary:

What is changed and how it works?

Fix bug to make partition pruning work for "select * from t1 where c in ('2022-01-23', '2022-01-22');"

Before the change, constExpr.Value.Kind() condition check cause the partition pruning can't work for this case.
