Describe the problem you would like to solve
A managing editor wants to know when an editor is neglecting a submission that is ready for some editorial action. They want to be able to identify submissions that have been waiting for an editor to act.

Describe the solution you'd like
Add a filter to the active submissions list that allows a managing editor to see submissions that have been overdue for X days.

This would resolve the issue for overdue review assignments. However, there is no "due date" for taking an editorial decision. So this would not solve the issue for submissions that are delayed because all reviews are in and the editor has not made a decision. To handle this use case, the overdue filter would need to be extended to support this case. Or a separate approach to editorial decision due dates would need to be implemented.
