Drop Ubuntu Trusty Support #3060

This can be done in April of 2019 when Trusty is EOL'd.

We should stop building release packages for it. Remove Trusty from README and installation and make sure any Ubuntu CI images we are using are upgraded to Xenial (16.x) or Bionic (18.x)

I've opened a PR ( #3073 ) to move our CI off Trusty and will merge that soon. Give that we don't have a release scheduled before Trusty is EOLd, I'm going to open a PR soon to drop Trusty support.

It's end of life is in April. We don't have any releases before then,
time to say goodbye to our trusty old Trusty.
