Bug description

The replay menu for playback speed visual settings and audio settings moves to not overlap with hud elements if they are in the all gamemode hud layer, but if they are in a gamemode specific hud layer they will simply overlap. This is also the case for the gamemode specific playfield layers but this may be intentional/useful for skinning.
The leaderboard also behaves the same way.

buggy behavior showing all elements in the same place but with the replay menu overlapping with skin elements because they have been placed in the HUD ("osu!" only) layer.

in skin layout editor while showing leaderboard not reacting to an element in the osu hud layer
shows the issue also allowing the leaderboard to overlap with elements in the HUD ("osu!" only) layer. additionally it is being presented in the skin layout editor because the issue is present both there and in gameplay. if this is not clear enough i can show it off with a blank skin or something.
