Integrate with OpenTelemetry

Augment code to work with OpenTelemetry:

1. Implement OpenTelemetry MetricsEngine
2. Switch to slog logger (which can be configured to write to OTLP)
3. Add tracing (possibly conditionally in some areas like the hookexecutor)
