Increase network timeout to 60 seconds on startup #935

Auto-RX fails to start on the first attempt after a reboot, because the network does not come up within the 5-second timeout period of test_sdr. It then has to wait an extra two minutes before systemd restarts it.

I think it would make sense to increase the network timeout to 60 seconds (for both KA9Q and SpyServer) upon initial startup. This change works well on my system.
