This adds a new hipaa group. More checks will be needed but this is just a start.

This is great @crashGoBoom, thank you! I'll merge now, could we have a list of checks needed in clear view like here #189 (comment) for the record? We can add more checks based on the list like what I'm doing for GDPR group. |

This adds a new HIPAA compliance group. More checks will be needed but this is just a start. Included are links to resources that the new checks can be based off of. I will try to add some more HIPAA focused checks to extras when I get a chance but let me know what you think. Thanks!
