Fixes #481

Rails 4.0 and 4.1 are not compatible with ruby 2.4.6, so going straight to rails 4.2 🚀 😳

Things removed/changed

Replaced right_aws gem with right_aws_api
Commented out performance testing code(A error I couldn't bypass, and saw we don't use it either in plots 2)
Change test library to Minitest

@jywarren @icarito @sashadev-sky my build has been exiting for the past two days on this command $ docker-compose exec web bash -l -c "CI=true TRAVIS=true rake test:all"
with this error

Hey @kaustubh-nair @alaxalves its going good, its about 80% done, I am currently blocked with making travis run the test(exiting with the error I posted above), but I took a break on that and concentrated on making sure everything is working well locally I currently have 98 runs, 342 assertions, 2 failures, 0 errors, 0 skips And I am solving the deprecation warnings and making sure UI is still working fine. I don know if you would be up for double check the ui locally when I make sure everything looks good...sometime within the week? will let u know when its ready. Thanks and Congrats to you guys 🎉 🎉
