Add text for Filing Rules page

Need to clean up Filing Rules page by adding characters with umlauts over them in this section to replace �:

Vowels with an umlaut are usually files as though they were spelled in full. �, �, � are filed as ae, oe, ue

Example: ä, ö, ü (ctrl-u on a Mac keyboard followed by character you want to add umlaut to.)
