I found myself with the need to add a startup option to HAproxy (specifically, -L to set local peer name since on EL7 the supported HAproxy version truncates this to 32 characters), which can/should be done via /etc/sysconfig/haproxy (or, the instance name).
This adds that parameter as a string, much like the Debian /etc/defaults equiv, and a test for it.
Specs pass and tested IRL, and it works.
