[smart_holder] git merge master after clang-format etc #3735

Description

Helper/scratch PR for testing.

Note that this is a very unusually complicated merge, because of PRs:

Some manual interventions were unavoidable, but they are very mechanical and were kept to a minimum.

2 CI flakes, but otherwise all green.
