strange. RTD seems to have a lot of internal issues right now (none of the builds in this PR succeeded). I didn't change anything related to the docs (I think) so I'll just merge and hope that's a temporary issue. |

numba=0.53.0has been released which means that we are able to construct a full environment onpython=3.9. This also updates the required minimum versions forpandasandnumpyto matchpy37-bare-minimum.pre-commit run --all-files
