FYI, though I'm really looking forward to pip 22.1, there's a really bad issue in 22.1 where you can't avoid build dependency verification. pypa/pip#11116 Haven't thought it through to see if cibuildwheel users are affected yet. Actually they might not be, since we build in the environment unless it's not defined... I think it's okay?

The issue seems fixed on pip's main branch so it's hopefully a matter of days before they cut a 22.1.1 release and I guess it's okay to merge this and we'll get the next pip release in the next batch of updates.

Thanks for the heads-up on that issue @henryiii. It seems it would be wise to delay a release until a Pip 22.1.1 is released. But I'm happy to merge this to keep the PR queue moving - it looks like #1109 bumps deps too.
