I wonder if we should wait a little before pushing the button on setuptools 60? Patches are still coming, and I think debug builds are possibly still broken. Hopefully most users are using pyproject.toml anyway and pinned setuptools here doesn't affect them, but just in case?

Given the @henryiii 's comment in pypa/manylinux#1244 (comment), I feel that macOS/Windows builds with cibuildwheel would be pretty safe too so merging this.
