For most macOS jobs, test_file_libtiff has started failing in main - https://github.com/python-pillow/Pillow/runs/7668608766#step:8:612
It is now using libtiff 4.4.0_1, whereas it previously used libtiff 4.4.0. The difference is that it switched to libjpeg-turbo., so it seems reasonable that there would be a change in the results.
This PR increases the test tolerance to pass again.
