test_ssl fails with "env changed" on ARM64 Windows buildbot: thread doesn't catch TimeoutError #108342

Not sure if it's the same, but on Linux, I can reproduce an "env changed" failure:

exception. Clear the variable storing the exception, since the
exception traceback contains the variables and so creates a reference
