Update the README according to #480 (comment)

This should allow us to spin up the project with the right version without any build errors.
I've also submitted a draft PR (which requires other changes) at #487 that updates the codes with the latest version of Hugo.

Cool, thanks. LGTM.
Do you know if there is any way to declare the range of hugo versions our website is working with ? Something like a requirement.txt but for hugo ? I failed to find this.
