Adding fastrpc project files. This change also includes a README file with documentation and steps for build and installation.
Testing coverage:
Hexagon SDK examples are currently being tested for this project.
Calculator signed PD-> Passing
hap_example -> some dma_handle test failing, rest passing
calculator_c++ -> crashing
oemconfig -> Passing
qprintf -> Crashing
