Theme is listed as Color Scheme - Creamy in Will Bond's Sublime Package Control. You can install Creamy Color Scheme via the Package Control: Install Package menu item. Just search for "Creamy".
- Download creamy.tmTheme
- Copy creamy.tmTheme file to your User folder, in MacOs
~/Library/Application Support/Sublime Text 3/Packages/User.
You can find User folder using the menu item Preferences -> Browse Packages... in Sublime Text
