This is a part of bigger #219 that is easy to implement and greatly improves experience with IRC netsplits. There should be a global setting, overridable per-room.

In the light of IRC spam this becomes quite needed.

If the base event is a state event, we consider stateKey instead of
sender; and we also check other state events' stateKey rather than
sender. This covers cases like kicking and (non-self-)banning. Closes
#248.

So how does one hide the state changes @KitsuneRal? I haven't found a way to do that in Quaternion.

It's in the menu: View ->Display in Timeline -> ... Of all state changes, only joins/leaves can be switched on/off for now.

Should have found that, sorry. Thanks for the help.

Synced events always have their event ids, so checking those for event id renders most of the function useless (and returns an incorrect result). Closes quotient-im#248.
