restructure developers guide & move custom module doc page #338

needs #335 so the module_configuration/ directory can be removed

Why This Is Needed

Move last doc page out of module_configuration/

moved maintainers/ docs out of developers/
the developers and maintainers guides are now displayed on the side bar similar to module configuration but do not have a section on the main index page
moved api docs to the developers guide
moved module_configuration/custom.rst to the developers guide as custom_module.rst
moved the license and terminology pages to the bottom of the sidebar in the new Additional Information section
added a caption to the remaining pages
