Resources: New palettes of Shinkansen

Hi RMG team! I would like to contribute the palettes below.

Justification: (Some of the colors are from the image on the top right corner in wiki page of the routes, since some routes have no official color)

Planning to make a template of Shinkansen map but there is currently no available palette about Shinkansen.
