Describe the solution you'd like

It would be good to upgrade the provider to use the provider sdk v2. This has a number of benefits, including better diagnostics and debugging support

Additionally, this has been done for RKE1 TFP as part of these PRs - rancher/terraform-provider-rke#347 (main change) / rancher/terraform-provider-rke#406 (minor SDK version bump)
