Issue: #403
Bump TFP RKE to rke v1.4.6 as is supported by the latest Rancher 2.7 now. Also bump sdk v2 to the latest 2.27.0 which adds enhancements to schema and logging performance.
Testing
Provisioned a 1.25 cluster on EC2 nodes using the updated version of the TFP RKE provider and all nodes and pods appeared to be running and healthy.
