Description

This patch updates python version inside the docker image.

How Has This Been Tested?

I built the container and tried to run it with an already logged in account, and it runs without any problems.

@antipatico There is a commit 4eff2fa named "downgrade Docker container to python:3.8".
I guess this was done by @Tkd-Alex intentionally.

What do you think?
