Bug 2056104:[release-4.11] godeps: update ocs-operator libs #227

Conversation

openshift-cherrypick-robot

This is an automated cherry-pick of #226

/assign iamniting

ocs-operator started using new prometheus/client_golang version and we
also use the old version. updating ocs-operator will update the both of
them.
