refactor(batch): move worker node manager from frontend to batch

What's changed and what's your intention?

• Move the worker node manager from frontend to batch, so that we can mask_worker_node for batch queries executed in local mode. Previously feat(frontend): support mask failed serving worker temporarily #10328 only masked worker node for distributed queries.

To some extent, yes, because our local queries are executed in GenericExchangeExecutor which belongs to the batch module.
