Provide output of frodo -v
cli: v0.13.1
lib: v0.12.4
node: v16.15.1

Describe the issue

When importing a previously exported: allThemes.json into a new environment, the existing themes are not over-written. Instead, you wind up with duplicate themes.

I believe this issue to have the same root cause as #101 . I cannot dupe it with the fix to #101 in place.
