Improve Pull Request Template for rosdep #32388

The linter provides suggestions for rhel and opensuse now but the PR template doesn't list them. It would be great to add them to the template. They're listed in the contributing list: https://github.com/ros/rosdistro/blob/master/CONTRIBUTING.md but not the template https://github.com/ros/rosdistro/blob/master/.github/pull_request_template.md

Especially if it would give pointers to where to search for rhel, either a website or a mechanism to find the package like the linter does.
