chore: tweak release workflow #6

The release workflow would be:

bump version locally with changeset and generate a commit
merge the commit to main branch
Trigger https://github.com/rspack-contrib/storybook-rsbuild/actions/workflows/release.yaml manually, git tag and GitHub release will be created then.

TODO: document this if the workflow is proven to work.
