There is a new experimental GH action environment for ubuntu-20.04 that was just added 5 days ago and this PR adds Ruby downloadable runtimes to the releases.

Thanks for the notice, I'll try to build all Rubies on 20.04.
Hopefully 16.04 will be deprecated, because I don't fancy having 3 Ubuntu versions.

All stable releases are now built for Ubuntu 20.04:

I need to to update the various -dev-builder repos so head versions are also available.

Now all Rubies are supported, and setup-ruby is updated: https://github.com/ruby/setup-ruby/releases/tag/v1.36.0
