Add charlotte ruby

Hey there. I run the Charlotte Ruby User Group here in Charlotte, NC. We're interested in adding ourselves to your repo!

How to use

Add the following to your /etc/hosts file:

127.0.0.1 www.onruby.test hamburg.onruby.test cologne.onruby.test berlin.onruby.test madridrb.onruby.test andalucia.onruby.test charlotte.onruby.test

Then build your application

docker-compose up

Then setup the database

./script/in_docker bundle exec rails db:setup

You should be able to access the app on localhost:3000

I everything goes well, you should see something like the following:

Hello @invalidusrname, I noticed this pull request and I am wondering if it is still active. Please let me know if the change should be applied. It appears to be almost a year old and is in draft state with a commit called 'wip'.
