Old path of renamed terraform file not included in modified files #413

Issue

Atlantis does not create a plan for the old path of a terraform directory when a file is moved between terraform configs. It's creates a plan only for the new path.

Steps to reproduce

With autoplan enabled, create a merge request in which a file with terraform resources is moved to a separate terraform config directory.

Environment

atlantis 0.4.13
gitlab 11.4.0
