What does this PR try to resolve?
#12188 makes me wonder, why not just give all test a short retry sleep value?
So 1ms is the new value.
How should we test and review this PR?
Set
__CARGO_TEST_FIXED_RETRY_SLEEP_MSto something like 10000 and you'll see its effect.After this pull request, it should save 5s-20s for each of the following tests:
