(rust-lang/cargo#12376) Since rust-lang/cargo#12334 makes built-in credential providers part of the cargo binary, it's no longer needed to build them in bootstrap.

What does this PR try to resolve?
This is detected during the integration of
cargo-semver-checksin #12395.cargo-credential, as a independent library, should enablederivefeature inserde. Otherwise people cannot runcargo b -p cargo-credentialorcargo doc -p cargo-credentialsince Cargo can't find the required macros.How should we test and review this PR?
