Added baudrate constants. Addresses #528, adding baudrate constants for `bsd` and `notbsd` flavors of `unix`. Passes `libc-test` locally on ubuntu 14.04 LTS with the additional (uncommitted) entries into in `build.rs`: ``` cfg.skip_const( move |name| { match name { # ... snip ... The only portable way to set baudrates in
termiosstructs is through theB*constants defined for each platform. Given the use ofctestinlibcit was suggested in nix-rust/nix#518 that these constants might be better definedlibcitself, withnixproviding access through a type-safe enum.Seems straight forward (prior art: https://github.com/dcuddeback/termios-rs) and fits the scope.
