Document Half Open Range Patterns + Improve Range Patterns in General #1274

This fulfills the reference PR requirement for rust-lang/rust#102275

When looking at this PR, you will have to look at the commits individually. The first one swaps the style of the page to one sentence per line.

But also, before this can be merged, the question I raised in rust-lang/rust#67264 (comment) needs to be answered, although it does not substantially affect the rest of the prose w.r.t. a review.

This was mostly mechanical. There are only two things of note:

1. A couple sentences ended with commas instead of periods. I changed
   them to periods. They were both in the Binding Modes section, so I
   assume they were added together.

2. In the static/dynamic behavior for or patterns, for two sections, I
   separated lines based on commas instead of the one really large
   sentence they are.
This rewrite not only adds half-open ranges to the documentation for
stabilizing the feature, it also rewrites the entire section to answer
more questions about how they work, like what types the range patterns
actually match against.

Looks good! I think the only open issue is the question about half-open ranges in slices.

The question about the half-open ranges in slices as been answer by @joshtriplett (T-lang member) in rust-lang/rust#102275 (comment):

We discussed this in today's https://github.com/orgs/rust-lang/teams/lang meeting to confirm: the FCP was intended to cover half-open range patterns, not slice patterns. So, the stabilization should just stabilize half-open range patterns.

We do need to settle the question of slice patterns and stop kicking that can down the road, but we haven't settled it yet.

This PR left the original message about slice patterns in, so no change needs to be made due to that decision.
