Switch to LLD as default linker for {arm,thumb}v4t-none-eabi #109721

The LLVM 16 update brought ARMv4t support to LLD. We should use it by default so users don't need to install an external linker.

Just tried this out and got a linker error about .shstrtab not being discardable with the rust-lld linker.

The following additional line in my linker script got things building again:

  .shstrtab        0 : { *(.shstrtab) }
