ci: bump gcc on dist x64 linux builder to 9.5 #117672

Support for -fuse-ld=lld was added in GCC 9, so this PR bumps gcc to the latest 9.x release, to prepare for switching to LLD.

-Clinker-flavor=gnu-lld-cc -Clink-self-contained=+linker will require our CI's GCC to understand -fuse-ld=lld when bootstrapping in a future where x86_64-unknown-linux-gnu is using rust-lld by default.

Perf is probably going to be fine, if there are no issues on the collector, so no real need to wait for results to mark this ready to review (only maybe to land).

Can you add fixme for sed, to not to forget replace url? in gcc-10.1.0 url will be changed.

This looks like noise to me, cachegrind doesn't show anything weirdly obvious, and the bot said "no action needed" so I'll listen to the bot 🤖.

The only non-noise thing here is probably the binary size, which changed because of a different version of the C++ libstd.
