This adjusts the return type of Windows' `OpenOptionsExt::security_qos_flags` to be consistent with the other functions in the trait.

Mhhh... that's tricky. However, this looks very much like a typo bug. And I think it's highly unlikely anyone implemented that trait themselves. So I guess it might be OK merging this as a bugfix. Might warrant a crater run beforehand, though. Thoughts on this, @rust-lang/libs? |
