add const_evaluatable_checked test #81430

This is a great way to reduce API complexity by putting the const generic bounds into traits. r? @oli-obk r=me with a comment in the test stating that it is testing that we automatically consider const evaluatable bounds to exist if there's a trait bound that requires the const evaluatable bound. |
