Updates the
core_archandstd_detectversions, readme's, licenses, links, etc. for properly doing releases of these crates.It also add instructions about how to publish the crates. After the refactor the only "laborious" step is manually commenting the dev-dependencies due to cargo bug rust-lang/cargo#4242 .
