This PR extends the
RTCIceTransportinterface by adding a new method to allow an application to remove candidate pairs that are no longer needed for the peer connection. The new methodremoveCandidatePairsimmediately removes the supplied candidate pairs, which are then sent in non-cancelableicecandidatepairremoveevents.This PR is only intended to show the minimal diff for w3c#175, which is stacked on top of w3c#174. This PR shows the minimal diff for w3c#175 minus any edits in the base PR.
