Homebrew mingw

homebrew-mingw is a fork of Homebrew that was modified to work under Windows, with Ruby 1.9.3. However, it's more of a series of hacks than a proper port right now.

I (nddrylliog) am looking for help for the following tasks:

• Understanding the changes I've made to make it work on Windows (some were trial and error)
• Find code for each of these changed pieces that make it work on all supported platforms (OSX, and I hear Linux's joined the party too).
• Find a way to make formulas work for all supported platforms too
