  1. Fix import file resolution to match Ruby Sass 

    This patch address two inconsistencies with how `@import` is
resolved compared to Ruby Sass.
- `.css` should not be `@import`able
- `.sass` should take precedence over `.scss` files

Fixes sass#1656
