We can't migrate to new version of diktat in current version of spotless is due to package migration.

We need to support running a new package in new version of spotless

- added `diktat-runner`
- migrated `diktat-cli`, `diktat-maven-plugin` and `diktat-gradle-plugin` to `diktat-runner`
